(1) Further promote the application of renewable energy in buildings.

Expand the scale of renewable energy building applications. Guide all localities to do a good job of surveying renewable energy resource conditions and building utilization conditions, and formulate renewable energy building application plans. Research and establish a special demonstration system for the application of renewable energy in new construction projects. Increase the promotion of solar thermal systems in urban low-rise residential buildings, hotels, schools and other public buildings with stable hot water demand.

Implement renewable energy clean heating projects, and use solar energy, air heat energy, geothermal energy, etc. to solve building heating needs. When the terminal energy load meets the requirements, regional renewable energy stations will be built according to local conditions. Encourage the application of solar photovoltaic systems in qualified construction projects. Do a good job in the "Waste Heat Warming the People" project. Actively expand the application form of renewable energy in the field of construction, and promote high-efficiency air source heat pump technology and products. In areas not covered by urban gas and around sewage plants, promote the use of sewage plant sludge to prepare biogas technology.

Improve the quality of renewable energy building applications. Do a good job in the summary and post-assessment of the demonstration practice of renewable energy building application, implement operation effect evaluation on typical demonstration cases, summarize project implementation experience, and guide the application practice of renewable energy buildings. Strengthen the operation and management of renewable energy building applications, actively use market-oriented models such as franchising and energy trusteeship, and implement professional operation of projects to ensure project stability and efficiency. Strengthen the management of key equipment and product quality for renewable energy building applications. Strengthen basic capacity building, establish and improve the standard system for the application of renewable energy buildings, speed up the formulation and revision of technical standards in the design, construction, operation and maintenance stages, and increase the training of practitioners.

Solar thermal building applications. Combined with the endowment of solar energy resources, accelerate the promotion of solar water heating systems in schools, hospitals, kindergartens, nursing homes and other places with public hot water needs and residential buildings with suitable conditions. Actively explore the application of solar thermal heating. The newly added solar thermal building application area in cities and towns across the country exceeded 2 billion square meters.

Solar photovoltaic building applications. Build solar photovoltaic facilities on building roofs and external walls of buildings with suitable conditions, and encourage community-level and block-level overall arrangements for "common output and common use". Encourage professional construction and operation companies to invest and operate solar photovoltaic building systems, improve operation management, establish a win-win model, and ensure long-term effective operation of the installation. The installed capacity of new solar photovoltaic building applications in cities and towns across the country is more than 10 million kilowatts.

Shallow geothermal energy building applications. Promote the use of various heat pump systems according to local conditions to meet the needs of building heating and cooling and domestic hot water. Encourage the management and operation of energy stations by means of energy trusteeship or contract energy management to improve operational efficiency. Air thermal energy building applications. Actively promote the application of air thermal energy in buildings with suitable conditions. Establish an air source heat pump system evaluation mechanism, guide air source heat pump enterprises to strengthen research and development, and solve problems such as equipment product noise, frosting and defrosting, and low-temperature operation inefficiency.

 

(2) Actively promote energy conservation in rural buildings.

 

Actively guide the construction of energy-saving green farm houses. Encourage new, reconstructed and expanded residential buildings in rural areas to be designed and constructed in accordance with the Design Standards for Energy Conservation of Rural Residential Buildings (GB/T50824) and the Guidelines for the Construction of Green Farm Houses (for trial implementation). Encourage government-invested rural public buildings and various rural housing construction projects in demonstration villages and towns to take the lead in implementing energy-saving and green construction standards and guidelines.

Closely integrated with rural reality, sum up local green energy-saving technologies that conform to regional and climatic characteristics, economic development level, and maintain traditional cultural characteristics, compile technical guidelines, design atlas and construction methods, etc., and actively carry out pilot demonstrations. Promote new types of houses such as light steel structure, modern wood structure, and modern rammed earth structure in rural areas where conditions permit. Combined with the renovation of dilapidated houses in rural areas, the energy-saving renovation of rural houses will be steadily promoted. Strengthen the skills training of rural construction craftsmen, and improve the ability of energy-saving design and construction of rural houses.

Actively promote the adjustment of energy consumption structure in rural buildings. Actively study the energy consumption system that adapts to rural resource conditions and building characteristics, and guide the process of rural building energy consumption to be clean and coal-free. Actively use solar energy, biomass energy, air heat energy and other renewable energy sources to meet the energy needs of heating, cooking, and domestic hot water in rural houses. In economically developed areas and rural areas where air pollution prevention and control tasks are more important, combined with the work of "coal-to-electricity", vigorously promote renewable energy heating.
